Region Finance Manager

****** This will be an expat role relocating to Middle East ***** Summary of Position:  The Regional Finance Manager has responsibility for all aspects of Rowan’s ME accounts activity and section.  Duties & Responsibilities:                                                                                                              Strategy: Develop finance policing and strategy for Company Articulate vision and manage strategic change in Company approach to finance development Establish a focus for finance in alignment and compliance with key business drivers and performance indicators Benchmark best practice finance  processes in pursuit of continuous business improvement  HSE: Perform emergency responsibilities as per emergency procedures Actively participate in office based Safety programs  Operational: Management of the Payroll & AP functions Monthly review and analysis of operating costs for all current operating rig activity in region Monthly review and analysis of all region shore-base cost centre activity Variance analysis reporting Provide statistical data and trend analysis Provision of support and learning to rig managers and dept mangers in Finance Create awareness of importance of cost control & adherence to budgets Performance Review & Liaison with Rig Managers/Ops Managers/Dept Managers/Ops VP and Corporate Finance team  Compilation & completion of Rig & shore-base annual budgets for all ME region activity Preparation of regular forecast P&L updates, and CAPEX spend updates Local and corporate reporting including liaison with local auditors and Corporate tax dept in regards to local and corporate tax reporting Assistance with personal tax, benefits, social securities and foreign tax implications Liaison with Auditors for tax and audit purposes Review of Capital Project costs, re-classing of costs, collation of warranty claim info etc. Review of aged debtors & liaisons with customers regarding collections.  Personnel: Ensure appropriate levels of Finance professional staff are in place Provide visible Leadership and serve as role model to company employees Mentor, coach and develop employees in meeting company expectations Lead and manage Finance team Effectively work together with other Finance teams both within the region and outside the region Develop and maintain own competence  Financial: As per operational duties & responsibilities.  Qualifications Essential: Degree in Business, Finance or Accounting  Desired: CIMA, ACCA or ACA qualification CPA certification Skills &Experience: Desired: 8 + years‘ Experience as a Finance Manager within a Drilling contractor, Oil Service, or  Oil and Gas Operator Foreign payroll experience Strong experience in budgeting, forecasting and analytics Strong experience conducting variance analysis with the ability to communicate reports and resolutions to operational and senior managers A high level of analytic skill with strong attention to detail Good commercial awareness with the ability to plan and influence budgets considering market trends A good understanding of Personal, Company and Indirect Taxation Advanced IT skills with Outlook, Word, Excel and SAP  Reports To: Operations: VP Drilling operations ME Functionally: Director Global Finance  Direct Reports: Accounts Payable Manager Accounts Payable Supervisor Accounts Payable Assistant(s) Payroll Manager Payroll Coordinator(s)
