Description
The Development Effort Consolidation Contract (DECC) of which CSC is the lead under the Centers for Medicare and Medicaid Services (CMS) constructs CM's forward looking health care quality systems environment. This program is in it's third option period supporting various lines of businesses across the agency. This includes the Architecture, Application systems (Lines of business or LoBs) and Enterprise Services (ES, shared common services), all in an Oracle tools based environment.
This position is an ES position deployed to help LoB development teams fulfill the entire life cycle of performance engineering activities, and to help improve developed code's performance profiles.
The technical environment is a complex mixture of server based products. Enterprise Services (ES) are built using Oracle Fusion middleware products, Oracle Collaboration tools, and various COTS products. Applications include use of these services as well as the Oracle database and various operating system capabilities and network connections.
This position provides hands on help and guidance in architecting solutions and services, triaging and solving problems, and coordinating with application developers, service developers, infrastructure operators, program management and client management regarding performance engineering.
This position is under the leadership and guidance of the DECC Chief Architect.
Essential Job Functions
- Initiates and supports requirement validation through inspections, simulations, and other data collection techniques to reduce the risk of failure and enhance system validation.
- Conducts design reviews to verify designs meet requirements and integrate systems throughout all phases of the design process.
- Tests systems and subsystems by defining test cases and plans; develops procedures, operates and monitors tests, and tracks results to enhance performance.
- Collects and analyzes the measures of system performance; recommends appropriate course of action to maintain or enhance performance.
- Creates routines to provide information regarding performance standards; researches levels which exceed standards and communicate results.
- Evaluates systems to capture measures that define performance.
- Consults with customers and other stakeholders to validate that performance aligns with requirements.
- Researches various technical and management areas related to performance to derive efficiencies.
Key Responsibilities/Activities:
- Initiates and supports performance requirements validation through inspections, simulations, and other data collection
- Conducts design reviews to verify designs meet performance requirements and uses accepted methods of design for optimal systems performance
- Reviews test plans and suggests testing strategies for performance engineering analysis
- Tests, and tracks results of testing help developers enhance performance.
- Collects and analyzes the measures of system performance; recommends appropriate course of action to maintain or enhance performance.
- Creates routines to provide information regarding performance standards; researches levels which exceed standards and communicate results.
- Evaluates systems to capture measures that define performance.
- Researches various technical and management areas related to performance to derive efficiencies.
- Develops a trusted advisor relationship with DECC developers and technical staff, Infrastructure contractor staff, PMO contractor staff and CMS clients
- Support the preparation and delivery of status presentations and reports
- Attend and contribute to internal and client facing meetings as directed by the Chief Architect
Required Experience:
- Four or more years of experience in performance engineering of server based application systems
- Experience working with industry standard performance engineering methodologies, tools an approaches
- Experience with monitoring and analysis products such as Opnet, CA Lisa, Findbugs, Oracle Analyzer, etc.
- Has been part of a large scale program with formal development processes and controls
- Has specific skills in network, server and database configurations
- Has practical experience with multiple contractor development teams
- Has architected performance engineering processes for systems development programs
- At least 6 total years of systems development and technical experience
- Good writing and communication skills
- Experience in a consulting environment/organization

Qualification
Basic Qualifications
- Bachelor's degree or equivalent combination of education and experience
- Bachelor's degree in computer science, management information systems, or related field preferred
- Four or more years of experience in network systems analysis
- Experience working with computer systems and their use
- Experience working with network systems, data or voice
- Experience working with networking principles, data or voice
- Experience working with network software and hardware, data or voice
- Experience working with proprietary software and hardware
- Experience working with standards and methodologies such as OJT, etc.
