Summary:
Seeking either a Certified DoD Security Specialist or Program Protection Engineer with Information Assurance (IA) experience supporting Army Acquisition Program Managers.
The Intelligence and Security Manager is an internal team member of the Product Manager senior staff. Duties will be performed in a government facility at Aberdeen Proving Ground, Maryland. The Intelligence and Security Manager will provide timely/relevant security support and intelligence resource coordination as part of the Program manager Intelligence and Security Staff to organizational leaders, decision makers, and supported customers/organizations by integrating intelligence community resources, security operations and counterintelligence processes into the organization’s planning and operation execution cycle. The Intelligence and Security Manager will perform formally identified additional intelligence and/or security related duties as officially assigned to facilitate Program Executive Office (PEO) security/counterintelligence mission or in activities that directly support the defense of U.S. national security. All efforts will directly and actively support the Program Manager security/counterintelligence mission along with the goals identified by the Director of Intelligence and Security, Program Manager. The Intelligence and Security Manager must have excellent verbal and written communication skills and an ability to receive and maintain communications with high levels of the Headquarters Department of the Army and Department of Defense (DoD) for the Product Management (PM) Leadership.
Senior Staff position which develops, assess, and execute a major level multi-disciplined security program in accordance with the MOU between PEO G-2. This function requires the execution and responsibility for the implementation of the Personnel Security, Information Security, Operations Security, Industrial Security, International Security, Technology Protection, Counterintelligence Support, Force Protection, Special Access Program Oversight, and Security Education Programs. Review security plans biannually (per calendar year) and develop corrective measures within 90 days of any policy change from the PEO, as needed. All efforts will directly and actively support the Program Manager security/counterintelligence mission along with the goals identified by the Director of Intelligence & Security. Attain a 90% success rate in meeting suspenses on taskings from the Director of Intelligence & Security, Program Manager. Ensure standards are complied with as part of the PEO OIP.

Job Description: Product Manager Intelligence and Security Manager
Duties:
- KEY: Serves as the PM Research and Technology Protection (RTP) lead for the identification of mission Critical Functions Analysis (CFA)/Critical Program Information (CPI) and to manage the development of Technology Assessment/Control Plans (TA/CP) and Program Protection Plans (PPP).
- KEY: Supports and manages the development of product specific Operations Security (OPSEC) Plans, Security Classification Guides (SCG), DD-254 Forms, Transportation Security Plans, Counter-Intelligence Support Plans (CISP), Delegation of Disclosure Authority Letters (DDL), and organizational Security Operations Procedures (SOP).
- Requires the execution and responsibility for the implementation of the Personnel Security, Information Security, Operations Security, Industrial Security, International Security, Technology Protection, Counterintelligence Support, Force Protection, Special Access Program Oversight and Security Education Programs.
- Coordinates with the appropriate supporting intelligence analysis element to facilitate action by the Intelligence Community and ensure that applicable System Threat Assessment Report (STAR) and Test Threat Support Package support is provided to PM as appropriate.
- Coordinates, on behalf of the PM leadership, with the supporting intelligence analysis element to facilitate the defining and refining of organizational Critical Intelligence Parameters (CIP) for PM.
- Serves as the first point of contact for intelligence and security across the PM including the PM Leadership, as it relates to intelligence and security requirements.
- Assist/Oversee Access Control Officer for PM and services as the organizational account manager for the Joint Personnel Adjudication System (JPAS) to manage incoming and outgoing visits.
- Develops, assesses, and executes a major level multi-disciplined intelligence and security program in accordance with the Memorandum of Understanding between PEO and G-2.
- Reviews security plans biannually (per calendar year) and develops corrective measures within 90 days of any policy change from the PEO, as needed.
- Attains a 90% success rate in meeting suspenses on tasking from the Director of Intelligence and Security, Program Manager and in mission accomplishment.
- Ensures standards are complied with as part of the PEO Organizational Inspection Program (OIP).
- Ensures compliance with all intelligence/security regulations and management policies.
- Provides clear guidance to the organization and supported elements.
- Improves the organization’s security posture by improving and strengthening the intelligence and security staff’s engagement into the acquisition and operational lifecycle.
- Regularly assesses the intelligence and security posture of the organization from top to bottom by conducting periodic self inspections, security surveys, and counterintelligence assessments.
- Conducts monthly informal feedback meetings with customer(s) and maintains an open dialogue with the mid-level management and senior staff to gauge intelligence requirements and assess intelligence support being provided.
- Actively assist the development/maintenance of current intelligence and security plans/guides.
- Executes the Program Manager element’s multi-disciplined intelligence and security support program within approved resources and baselines.
- Conducts bi-annual security self-inspections on PM and reports those findings to the Director of Intelligence and Security, Program Manager.
- Assist personnel in integrating security requirements into the mission planning cycle and acquisition milestones.
Education:
1. Bachelors Degree in any topic is preferred. A Bachelors Degree or advanced professional training in either: Criminal Justice, Corrections Administration, Political Science, Security Management, Homeland Security, Intelligence Studies, or National Security Affairs is highly preferred. A Masters Degree in any topic is considered exceptional. A Masters Degree in any of these areas or related to these topics is considered highly exceptional.
Certification/Training Requirements:
1. Security Fundamentals Professional Certification (SFPC).
2. Security Asset Protection Professional Certification (SAPPC).
Preferred if had both before hiring but at least one
Level II Antiterrorism Certified
Security Specialist Certification (outlined below)
