For the Marine Corps, AT&T will be providing an advanced ITSM toolset technical-problem-prevention and problemresolution

capability for an ITSM training environment.

The Next Generation Enterprise Network (NGEN) West has daily operational responsibilities for the training stack,

ITSM toolset currently located in NGEN West at MCTSSA, Camp Pendleton, CA. The tools and related infrastructure

include virtual machines, physical servers, database servers, application instances, and supporting software such as

plug-ins and middleware.

The candidate instructional-training engineer will:

Ensure the EITC production and training environments are in sync (mirror each other) in order to support

remote training of ITSM tool operators in an effective simulation of the EITC production environment.

Maintain CfM including hardware, software, networking, and operational procedures for the training

environment.

Modify or enhance, if needed, the training environment to allow it to fulfill its mission of providing an

effective training environment for the EITC production environment.

Required Skills, Experience, and Education:

Candidates applying for this position must possess at least six years of applicable experience as a instructionaltraining

engineer working on technical Government and/or large commercial projects. The candidates breadth of

working knowledge and experience should include most if not all of the following areas:

Required

Certified Technical Trainer (CTT+)

Design, develop and deliver programs, both instructor-led and computer-based, for government contracts,

including: process and tool training, Train the Trainer programs, Program Management, Risk Management, and

various technical and desktop software applications.

Identify and utilize industry best practices to assess and address training gaps, create and execute plans that

align learning to business initiatives and continually improve programs; use metrics to measure training effectiveness

Collaborate with developers and engineers as technical writer to produce documents which include:

proposals, Concept of Operations (CONOPS) and process flowcharts; peer review for grammar, content and style;

document processes and write detailed functional requirements; develop training plans

Strong interpersonal skills and oral and written communication skills.

Excellent negotiation and facilitation skills.

Ability to work across organizations to develop a clear plan for implementation of new processes.

B.A. or B.S degree in a technical discipline (e.g., engineering, computer science, etc.) and a minimum of 12

years of IT experience with 10 years directly applicable to instructional-training Engineering.

Previous experience developing/delivering process training

Previous experience on training development and roll-out / integration.

Preferred

Synchronous Training Facilitator - preferred

Certified MSOffice Specialist (MOS) - preferred

ITIL Foundation Certification and strong knowledge of ITIL framework.

Previous experience understanding and documenting of customer requirements

Experience Level: 10-15 years

Work location / Travel: The work location will be Oakton, Virginia, (or, alternately, Columbia, MD) with some travel

required to Quantico, Virginia.

Required Clearance: Secret
