Job Summary
Plan, direct, and manage activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through supervising project staff. Project manager provides reports to VA supervisors on the status, progress and activities of the terminology management and systems.

- Work closely with the stakeholders of the program including government customer for the Health/Administrative Data Repositories to plan and orchestrate delivery of software releases in support of meeting the President's Healthcare Initiative for sharing patient data between the VA, DoD, and external agencies.
- Manage all facets of project delivery including time frames, milestones, funding constraints, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
- Exercise the Agile Scrum Software Development Methodology and Agile Management Practices in performance of project duties.
- Establish work plans and staffing that align with a gated Agile Scrum methodology of incremental 3 week deliveries.
- Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority.
- Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget.
- Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
- Prepare required project reports for management, client, or others.
- Confer with project personnel to provide technical advice and to resolve problems.
- Manage project activities with activities of government regulatory or other governmental agencies.
- Develop best practices and tools for project execution and management.
- Build, develop, and grow any business relationships vital to the success of the project.
- Work under general supervision, a wide degree of creativity and latitude required.

- Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget.
- Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
- Review status reports prepared by project personnel and modify schedules or plans as required.
- Prepare required project reports for management, client, or others.
- Confer with project personnel to provide technical advice and to resolve problems.
- Conduct project post mortem's and create a recommendations report in order to identify successful and unsuccessful project elements.
- Manage project activities with activities of government regulatory or other governmental agencies.
- Develop best practices and tools for project execution and management.
- Build, develop, and grow any business relationships vital to the success of the project.
- Work under general supervision, a wide degree of creativity and latitude required.
Required Skills
- Solid project management skillset and large scale integration experience.
- Ability to work collaboratively in a distributed team environment.
- PMP certification preferred.

- Manage day-to-day operational aspects of a project and scope, creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
- Identify resources needed and assigns individual responsibilities.
- Plan and schedule project timelines and milestones using appropriate tools.
- Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Prepare for engagement reviews and quality assurance procedures.
- Effectively apply company and government methodology and enforce project standards such as Program Management Accountability System (PMAS).
Experience Required
Bachelor's degree (B. A.) from four-year college or university and five to seven years related experience and/or training; or equivalent combination of education and experience.
- Certified Scrum Master (CSM) a plus.
- Knowledge and experience in designing and deploying relational database, SOA-based, and agile/Scrum software applications.
- Prior experience managing multiple large projects or programs is required.
- Experience managing Information Technology related projects. Must be well versed in the software development life cycle and database maintenance and upgrade in an agile environment. Must have experience in tracking costs, schedule and performance progress. Must be able to identify and mitigate risks.
